Every Kamen Rider is often a protagonist on a mission to save the world against impending doom, with their one-man task rather tricky compared to a team of Power Rangers who can use the power of friendship and their Zords to protect Earth. This distinction is intended, however, as unlike Power Rangers and even their Super Sentai counterparts, a Kamen Rider’s story usually centers around a person coming out of adversity as a better individual.

With more than 35 series under the Kamen Rider slate, this journey to overcome hardship has resulted in Kamen Rider protagonists having alternate forms, super forms, and even final forms to demonstrate their character’s growth. However, which among Kamen Rider protagonists proves to be much stronger than their other series counterparts?

Updated on December 2, 2024, by Rhenn Taguiam: As Kamen Rider Gavv stuns viewers with its candy-themed aesthetic and rather cute mascots, fans of the new tokusatsu series might wonder how Gavv compares to other Kamen Riders that came before him. Surprisingly enough, Kamen Rider Gavv’s yummy approach is a radical departure from other Kamen RIder stories that featured quite hefty powersets - especially for some characters whose powers can very well change the very fabric of reality upon grabbing their henshin belts. Among these powerhouse riders include a gravity manipulator, a power-hungry user of an all-powerful book, and even a pessimistic reality-warping version of a protagonist.

23 Kamen Rider Ziin

A Gravity Master Supporting Ace Behind The Scenes

Originally introduced as an audience member of the Desire Grand Prix, Ziin eventually reveals himself as one of Ace’s Supporters - mostly due to how he’s looking forward to Ace maintaining his status as the “undefeated” champion of the game. As a Supporter, Ziin has a limited degree of reality manipulation with his Design Ability. Upon the revelation that he’s come from the future, Ziin has some degree of hindsight on events that will happen to him and others, although he hasn’t used these abilities to their fullest.

Soon, Ziin is revealed to possess a Laser Raise Riser and transform into Kamen Rider Ziin. In this form, Ziin is able to manipulate gravity - specifically the vectors of energy and matter. With this ability, Ziin can technically manipulate the gravity around himself and cause feats such as being able to walk on walls. However, a more interesting application of this ability is to change the direction and trajectory of attacks, technically making him capable of auto-dodging hits. The physical nature of his ability limits his capabilities against more powerful Riders.

The Manifestation Of A Force Of Destruction

Originally introduced as the hooded Master Logos in charge of protecting humanity and the Almighty Book from the Megid, Isaac witnessing humanity’s perpetual conflicts had made him cynical - wanting to obtain the full Almighty Book to destroy the world and reshape a new one in his image. Isaac’s manipulative nature had led to many of the events - and tragedies - in Kamen Rider Saber, all designed for him to meet his goals.

When he finally receives the Omni Force Wonder Ride Book, he transforms into Kamen Rider Solomon. This form adds even more abilities to Isaac’s powersets of clairvoyance, teleportation, and energy manipulation. As the manifestation of all Wonder Ride Books, Kamen Rider Solomon can possess and even command the bodies of Wonder Ride Holders to do his bidding. Not only that, but such is his destructive power that he can reduce cities to rubble when uninterrupted. Despite his power, however, Kamen Rider Solomon can be sealed by the Ankouken Kurayami, revealing a large flaw in his powerset.

While it’s implied that Ace Ukiyo has had many forms throughout the Desire Grand Prix iterations, the Future Ace is among the more cynical and pessimistic versions. Having realized that humanity cannot be trusted with their own destiny, he decides to travel in the past to take control. Taking the form of a golden Kamen Rider Doom Geats, Future Ace possesses all his Present Self’s powers and then some - such as being able to create pocket dimensions and even bind other Gods of Genesis with his powers. Despite his powerset, however, Doom Geats has a glaring flaw by virtue of his timeline.

Although Kamen Rider Doom Geats doesn’t technically have a weakness, this Future Ace’s existence in the future and willingness to interact with his Present Self is indicative of a paradoxical interaction. It’s hinted in Future Ace’s origins that he hasn’t encountered himself as his Present Self. This means Future Ace’s forced interaction with Present Ace opens an undetermined path for the latter to have a different future - technically opening up the possibility of defeating him.

Who better to possess the powers of the strongest Bug Buster in Kamen Rider Ex-Aid than its creator? Compared to the other Bug Busters, Dan Masamune reserved the best tech for his usage, as his transformation into Kamen Rider Cronus practically gives him control over time. This makes him powerful enough to defeat all other Riders save for Ex-Aid’s plot armor, courtesy of the Muteki Gamer form.

Sans Ex-Aid’s protagonist powers in the tokusatsu show, Kamen Rider Cronus’s strength only applies within fights in Game Areas, as his temporal manipulation only affects these areas. Destroying the clock that appears behind him also cancels out his temporal abilities.

Use All Fullbottles With His Genius Intellect

The setting of Kamen Rider Build is in a version of Japan divided by the impenetrable Sky Wall, with the physicist Sento Kiryu and prison escapee Ryuga Banjo recruited by the government to investigate its origins as well as uncover the mystery of the elusive Pandora Box. As Kamen Riders Build, Kiryu combines Fullbottles to achieve forms that possess multiple powers.

However, Kiryu can use all the abilities of the main Fullbottles in the series when he transforms into Kamen Rider Genius Build. While not necessarily OP in scope, this final form highlights Kiryu’s genius-level intellect as he can formulate strategies and countermeasures against foes with a Fullbottle ready to execute them. Although one can argue that Genius couldn’t defeat Build’s final villain, just the fact that Genius can contend against him means the form is at base capable of fighting otherworldly threats.

18 Kamen Rider Evol

Alien Lifeform Who Can Manipulate Matter, Spacetime

The story of Kamen Rider Build eventually unravels its final villain, Evolto, an alien from Planet Blood whose use of Pandora’s Box allows his Blood Tribe to consume worlds for their energy. By the time it’s revealed that Evol was behind most of Build’s major events, it’s already too late: he’s already become Kamen Rider Evol, with stages that also evolve his powersets. However, Evol is powerful even pre-transformation, as he already possesses superhuman physiology, some degree of matter manipulation, teleportation, and even gene liquefication to ensure his survival.

While Evol has a second final form with Cross-Zevol and an upcoming extra final form in Outsiders via Evol X, Kamen Rider Evol is best known for its Black Hole phase. This “actualized” appearance of Evol is supposedly powerful enough to wipe humankind but refuses to do so out of his amusement. At this point, Kamen Rider Evol goes full cosmic horror, as he can manipulate actual black holes that can eradicate his enemies. Genius Build wasn’t powerful enough to defeat this form of Evol, requiring the support of the other Riders and a few MacGuffins to erase Evol from existence.

Controls Time In Mirror World

Unlike other Kamen Rider series at the time, the strongest Rider in Kamen Rider Ryuki wasn’t its titular hero but rather its main antagonist. Thought to be the dead Shiro Kanzaki, Kamen Rider Odin turned out to be the all-powerful avatar he created to represent himself in the Rider War in the Mirror World. Any Kamen Rider who defeats Kamen Rider Odin will have their wish granted.

The phoenix-motif Rider boasts the highest-valued attack cards among Advent Decks, with the warrior reversing the gravest of injuries with Time Vent. When used as Kanzaki’s avatar, Odin easily becomes the most powerful being in their universe - at least in the Mirror World.

Super-Intelligence That Copies Rider Abilities Temporarily

The Kamen Rider Outsiders spinoff is set after Kamen Rider Gotchard ended, with the story beginning when the AI known as Kamen Rider Zein initiated its plans of authoritarian rule to “eradicate” human malice. While the Outsiders project of Foundation X recruits “evil” Kamen Riders to defeat Zein, the AI’s powerset may prove challenging to defeat as its abilities border Final Rider-level abilities. Its lack of a physical body means Zein can possess humans, while it’s also said that Zein facilitated the merger of Kamen Rider worlds to “remove malice” more effectively. Zein also demonstrated limited time manipulation, wherein he can stop and resume time in select areas at will.

As a Kamen Rider, he also possesses a unique gimmick. Like anniversary Riders like Decade and Zi-O, Kamen Rider Zein can use the powers of other Kamen Riders through Zein Cards. Zein is extremely limited in this gimmick, as Zein Cards only let him use the finishers of its corresponding Rider and utilize their abilities for a limited time. Afterward, those Zein Cards are shredded, presumably permanently unusable. While Zein may counteract this caveat by using his super-intelligence to only use a Rider’s cards whenever necessary, Zein has a limited pool of Kamen Riders per fight.

Practical Immortality With In-Battle Reality Manipulation

It’s thanks to Genm Corp CEO Kuroto Dan that the Doctor Riders of Kamen Rider Ex-Aid have Rider Gashats to defeat their Bugster enemies. However, Kuroto’s secret obsession with the Bugster Virus and his superiority complex as a game developer would evolve into a god complex - something best shown as Kamen Rider Genm. Unlike other villains in the franchise, Kuroto Dan’s evolution as Genm would transform him into a running gag and among the most powerful Riders to grace the series.

Being a Bugster, Kuroto Dan can practically revive himself if his virus data is nearby. Depending on the Gashats used, Kuroto is practically immortal (Dangerous Zombie) and can save his data for at least 99 Revives (Proto Mighty Action X Origin). However, the full extent of his evolution is seen in Outsiders’ Kamen Rider Genm: Hyper Fumetsu Gamer. This is Genm’s third extra final form that grants him immortality, as well as the powers of his other extra forms: in-battle reality alteration through parameter-setting (God Maximum Mighty X) and time pause and resumption (Genm Musou).

A Doctor Who Can Access Both The Lethal Bugster Virus And Gamer Driver Powers

At first glance, Emu Hojo's natural affinity with the Gamer Driver seems like a typical "protagonist" moment in a Kamen Rider series, until it's eventually revealed that his combat prowess as Kamen Rider Ex-Aid isn't just out of happenstance. While Emu became a doctor, he was also a hardcore gamer. Such was his potential as a gamer and an enthusiast that prestigious developer Dan Kuroto had purposely infected him with the original Bugster Virus as a child, making him Patient Zero of their world's largest ordeal. It's through his natural affinity with the Bugster Virus that he can project its power to create more powerful Gashats as Ex-Aid - something that will prove useful against Cronus's time control powers.

With the re-emergence of Cronus's threat, Dan created the Hyper Muteki Gashat as a game where the protagonist has unrivaled strength. Only Emu's nature as the Bugster Virus's Patient Zero can truly activate its power. This is proven correct when Hyper Muteki easily defeats Cronus, both in their first encounter and when Cronus tries to "reset" time and retroactively stop the Gashat's creation.

13 Kamen Rider Den-O

Singularity Point Grants Paradox Immunity, Time Travel

When Ryotaro Nogami stumbles upon the DenLiner in Kamen Rider Den-O, he’s assigned the role of the protector of time and space as Kamen Rider Den-O. As the titular Rider, Ryotaro’s main goal is to travel across time to stop the Imagin from the future to alter the past. What perhaps makes Kamen Den-O a special case in his tokusatsu series isn’t tied to his Rider Powers but instead his genetic make-up.

It’s discovered that Ryotaro Nogami is actually a Singularity Point, securing immunity from time paradoxes that affect his direct timeline. Theoretically, time-travelers who enter his dimension shouldn’t be able to affect him with any temporal anomalies. However, it’s shown that Kamen Rider Den-O isn’t entirely immune from other time-traveling effects, such as from the likes of Kamen Rider Zi-O.

12 Kamen Rider Hyper Kabuto

Hyper Clock-Up Facilitates Time Travel, Willed His Final Form To Existence

Ever the grandma-quoting beacon of awesomeness, Souji Tendo never fails to create a spectacle whenever he becomes Kamen Rider Kabuto. However, his ultimate power as a Rider shines when a losing situation has him “will” the Hyper Zecter into existence, allowing him to become Kamen Rider Hyper Kabuto alongside Hyper Clock-Up, a speed-boosting Clock-Up that can go faster than light.

The series is quick to showcase Hyper Clock-Up allowing its users to reverse the flow of time and travel to the future. Moreover, it’s theorized that Future Souji sent the Hyper Zecter back in time to help his younger self acquire the form, creating a bootstrap paradox. Time-traveling powers aside, it seems Kamen Rider Hyper Kabuto isn’t immune to time alterations.

Despite being amnesiac, Touma Kamiyama of the tokusatsu seriesKamen Rider Saber retains an immense desire to be a novelist. And when he proclaims that the power of books to change the world should be directed to happiness, he becomes Kamen Rider Saber.

When faced with the power of destruction of Kamen Rider Solomon, Touma’s friends lend him his powers to become Kamen Rider Xross Saber. Armed with the Sword of Creation, this form not only counters Solomon’s destructive capabilities but also rewrites reality. However, Saber’s initial self-sacrifice to save the world by rewriting it with the sword means he’s not in control of the ability.

10 Kamen Rider Gaim Kiwami Arms

Man Of The Beginning Can Recreate The World

When Kouta Kazuraba obtained the Orange Lockseed and Sengoku Driver, he was thrust into the role of fighting the Inves as Kamen Rider Gaim. In his journey, Kouta’s conflict with shady figures forces him to eat the Golden Fruit to become the First Man of the Beginning. This Fruit is directly tied to his final form, the Kiwami Arms.

Although his Kiwami Arms simply allows him to use upgraded versions of all Lockseed Weapons, its real strength is tied to becoming an extension of Kouta’s will. As the Man of the Beginning, Kouta has reality-warping powers that transcend the laws of physics. However, it’s implied that his degree of manipulation is limited only to his local reality.

9 Kamen Rider Black RX

Had Close Ties To The All-Destroying Creation King

Unlike the more gimmicky Kamen Rider series of today, Kamen Rider Black RX being the final entry in the Showa Era of the toku series becomes a proper culmination of the grittier side of classic Kamen Rider. After being transformed into cyborgs by the Gorgom faction, stepbrothers Kotaro Minami and Nobuhiko Akizuki were pitted against each other as Kamen Rider Black Sun and Shadow Moon. When the Crisis Empire noticed Kotaro's victory against the Creation King, they mutated him in the hopes of joining their cause, transforming him into Kamen Rider Black RX.

Despite Black RX practically beating his enemies into submission, it's the subtext within his fights that declares him as one of the strongest Kamen Rider in existence. The Creation King is said to be capable of destroying the universe itself, with Kotaro's victory against the Creation King placing him in universal-tier territory. Not only that, his possession of enhanced abilities like molecular fusion via his transformations (RoboRider, Biorider) and his Kingstone preventing temporal manipulation bolsters his prowess. It's only the inconsistency of his powers that prevents him from cementing himself at a much higher rank compared to his peers.

8 Kamen Rider Agito

Evolution And Light Means Victory Is A Matter Of Timing

When a chance encounter with the Overlord of Light triggers Tetsuya Sawaki's transformation as Kamen Rider Agito, he unwittingly becomes mankind's protector against the Lords tasked to kill him. It's revealed that Tetsuya's status as Agito is a power unlocked by select individuals blessed by Prometh to be capable of evolving beyond the control of their creator Theos, the Overlord. It's through using the Power of Agito that Tetsuya can access his Ground and special forms, as well as the Burning and Shining Forms that tap into his spirit and desire to protect life.

Being blessed with power from Prometh, Agito is destined to tap into powers comparable to the universe's creator. As such, Agito should be equipped with the means to counter any threat by simply evolving to match and overcome its power. This is also his greatest weakness, as Agito not having enough time to evolve can spell his downfall.

7 Kamen Rider Kuuga

Control Over Darkness Means Higher Base Power

Perhaps one of the most recognizable Kamen Riders from the entire franchise is Kamen Rider Kuuga, especially as he serves as the first Kamen Rider of the Heisei Era. Yusuke Goda managed to tap into the Kuuga form when visions from the previous Kuuga encouraged him to take upon the ancient Arcle and become mankind's defender against the Gouram, with Kamen Rider Kuuga boasting the ability to transform everyday objects into weapons for his many forms. While Kuuga is revealed to be a warrior of the ancient Rinto ancestors of mankind, the sequel Agito also shows that the Rinto had asked the Overlord of Darkness for powers to fight the Gouram, becoming the Lords that Agito would eventually fight.

As Kuuga began accessing his stronger forms, the extent of his near-godlike powers was revealed. While his base Rising Form is powerful enough to destroy city blocks, the Amazing Mighty Form can cause a shockwave that can pierce the atmosphere. Kuuga's Ultimate Form can control atoms with ease, with his Rising Ultimate Form potentially being able to alter matter itself.

A Golden-Clad Rider With Decade's Base Powerset

When the mysterious Hundred group terrorized towns, a chance encounter with Kamen Rider Decade inspired Houou Kaguya Quartz to become a hero. Thanks to the Aurora Curtain System, he becomes Kamen Rider Legend who can somehow summon Legend Riders to defeat enemies on his behalf. He becomes a brief opponent of Kamen Rider Gotchard before aiding him in battle, boasting a powerset similar to the man who saved him.

While also a card user like Decade, Legend uses Chemy Cards of Legend Riders to tap into their powers. Aside from casually summoning them to clear mobs, he can also use their forms for himself. Perhaps Legend's only weakness is the vagueness of his powerset, especially when his Legend Rider Chemy Cards only showcased the Primary and Secondary Riders of the preceding series.

5 Kamen Rider Zero-Three

Super-Intelligence That Can Copy Abilities

While the story of Kamen Rider Zero-One revolved around the conflict between the super-intelligences There and Ark, they set their differences aside during Outsiders, when the new AI Zein became an active threat to mankind. Their unison created Kamen Rider Zero-Three, effectively combining Kamen Rider Zero-Two and Kamen Rider Ark-Zero. However, unlike other Kamen Riders, the powerset of Kamen Rider Zero-Three received abilities that may contend with time-traveling anniversary Riders.

Being a combination of two super-intelligences, Kamen Rider Zero-Three has incredible predictive capabilities to catch Zein’s moves and perform near-instantaneous counters. Zero-Three’s most impressive ability is power mimicry, demonstrated by mimicking the reality-warping power of the Goddess of Genesis to reincarnate Kuroto Dan. Copying other characters' powers without the need for gimmick items such as cards easily places Zero-Three at near-god-level.

4 Kamen Rider Woz

Exists Outside Time, Can Edit The Future, Access Future Rider Powers

Being a Quartzer from the future, Woz in Kamen Rider Zi-O travels back in time to ensure the younger counterpart of his overlord Ohma Zi-O becomes the ruler he’s destined to be. Woz naturally possesses the ability to travel in time, has knowledge of previous Riders, and possesses the Future Note that can manipulate future events.

However, Kamen Rider Woz is potentially one of the most powerful Riders in existence courtesy of his Beyondriver. Unlike Kamen Riders Zi-O and Geiz, Woz specializes in using the powers of future Kamen Riders. Moreover, it’s revealed that Woz exists independently of time, rendering temporal manipulation against him useless. Woz’s only weakness may be the number of Kamen Riders left to be created, and if someone erases Kamen Riders from existence.
